  • Develop and administer Washington State Rail Safety Oversight Program Standard that establishes statewide requirements for rail transit system safety.
  • Oversee rail transit agency staff in their compliance with the requirements of the Program Standard.
  • Oversee rail transit agency staff in their development of safety plans and procedures.
  • Provide oversight and consultation of rail transit agency's internal safety audit process.
  • Oversee incident investigations, including the review and approval of incident investigation procedures, final reports, and corrective action plans to address. Analyze incident data to address root causes.
  • Provide oversight of emergency planning process, including schedule and scope for emergency drills and first responder training.
  • Conduct field reviews and observe system testing and rail activation activities.
  • To be considered, a candidate most possess the following:
  • Transit Safety and Security Professional certificate (TSSP) or the ability to obtain one within two three years.
  • Background in and understanding of transportation safety, governance, policy, planning, design, construction, maintenance and operations.
  • Prior experience developing and managing budgets, timelines, resources and contracts.
  • Prior experience building positive working relationships with federal, state and local agencies, policy makers and advocacy groups.
  • An ideal candidate would also have these desirable qualifications.
  • Bachelor's degree involving a major study in transportation, safety, planning, engineering, public policy, administration, or another applicable field.
  • Five (5) years' professional transportation experience involving project and program management or analysis and evaluation of transportation issues.
