The Environmental Services Department (ESD) is recruiting for Supervising Environmental Services Specialist (SESS) positions. ESD intends to use the candidate pool developed from this recruitment to fill vacancies specified in this announcement, as well as potential future SESS vacancies. At this time, there is one (1) vacant SESS position available in the Watershed Protection Division. ? WATERSHED PROTECTION DIVISION ? The Watershed Protection Division?s (WSP) approximately 100 staff implement programs and activities that minimize the impact of pollutants on the City?s waterways and the San Francisco Bay caused from human behaviors, while complying with regulatory requirements. These programs are largely directed by the City?s National Pollution Discharge Elimination System (NPDES) permits issued by the State and include provisions that require: programs to reduce discharges of pollutants of concern, including trash, pesticides, and mercury to the City?s creeks and rivers; programs to respond to illegal discharges, and regulate and educate businesses to prevent pollutant discharges to the stormwater and sanitary systems; and sampling and analytical services to monitor water quality and ensure environmental protection and compliance. The four main sections of WSP are Stormwater Management, Environmental Enforcement, Environmental Engineering & Source Control (aka Pretreatment), and Laboratory Services. The Stormwater Management Program is responsible for coordinating, supporting, implementing, and reporting on the City?s programs and activities facilitating City compliance with the Municipal Regional Stormwater NPDES permit (MRP) for San Jose?s municipal separate storm sewer system.? The purpose of the MRP is to keep pollutants out of the City?s storm sewer system, and ultimately out of creeks and the Bay. Stormwater Management staff works collaboratively with other City departments and the Santa Clara Valley Urban Runoff Pollution Prevention Program and Bay Area Stormwater Management Agencies Association to implement MRP-required activities.? The City is currently recruiting an SESS to oversee the Monitoring, Pollutants of Concern, and Municipal Compliance section of the Stormwater Management Program.? This SESS directly supervises a work group of four professionals responsible for coordinating, supporting, implementing, and reporting activities related associated with MRP provisions addressing water quality monitoring; controls for various pollutants (e.g. pesticides, polychlorinated biphenyls (PCBs), mercury, and copper); municipal operations, public education, and outreach; and conditionally exempted discharges.? The SESS is responsible for participating in the development and review of regional stormwater technical studies and reports and assessing impacts to the City. ? Minimum Qualifications ? Education:?Completion of a Bachelor's degree from an accredited college or university with major coursework in Environmental Studies, Environmental Health, Public Health, or other major related to the assigned program area. ?
